Well they are doing what would be considered abnormal behaviour (behaviour which is not only against the norm, but also maladaptive, which hurting yourself or someone else is) which would lead to the assumption they are mentally ill, or at least have a psychological problem that could do with being looked at and dealt with.
The reason they are doing it would be a way of understanding the behaviour, but it doesn't take away from the fact the behaviour isn't 'normal' behaviour and is disrupting their life, and therefore, although they are maybe not 'mentally ill', they do have some psychological problem, like I said and should consider seeing someone to work through the problem and eventually stop the behaviour.

No....I wouldn't say that. I think that the person just wants attention... Maybe that person doesn't get enough so they do what they can to make up for what they are missing. They shouldn't hurt themselves or anyone else just for attention...if they want it so bad then stand out. Join a club, make up a joke, make people laugh (in a nice way), volunteer for stuff....

Both. Some people are mentally ill (severely depressed), and some people do hurt themselves for attention. When I was in high school my friend used to tell me she cut herself to impress some guy... Weird...

yes, Yes, YES. They need to seek help and someone else needs to know about it, Who ever is being hurt if underage needs to be taken away before it becomes serious. If it is someone who can speak for them self they must talk to someone about what is going on. This a form of mental illness and needs to be address. How would you feel if a death takes place as a result
of what could happen.

I would say that such a person would be a good candidate for review by a practitioner of one of the behavioral disciplines.
