Does unlocked GSM mean I can use it with any carrier, and just activate it with my carrier?

My current carrier is Sprint. I'm looking into getting a new phone, but am NOT interested in renewing our two-year agreement (we've had problems with Sprint for years).

I currently have an LG VI125, does that have a SIM card? How much would one cost, and would Sprint require a new 2 year contract in order for me to get one?
