Is the State Quarter Program going to extend to 2009? This site talks about it, but is this true?

If Congress okays a bill to allow the 5 areas that are part of the U.S. but are not states, then they will show up in 2009. It may have passed the house as the site said, but it still must pass the Senate. The people living in those areas are American citizens and I see nothing wrong with their addition. They should have been considered in the first place.
