They have burners so you can make copies of your own material and other "non-copyrighted" material. For instance, you can make a back up copy of all your "hard drive files" by burning on to a cd. Also, you should back up all your digital photos from your compact cards on to a cd. This should be done as soon as possible since your camera's card can become corrupt and you can lose the hard drive copies on your computer. Also, photo and video files use a lot of hard drive space.

Cd Burners where introduced as a means of backing up a system onto a disk such as cd - rw or more common a dvd.
They were never intended to be used to copy pre-recorded disk data.

Note it is also NOT illegal to make copies of disks that YOU own, hence can present if questioned by police. It is only when you don't own the disk or give it to another person when it becomes a illegal action.

cd burning is not illegal, burning copyrighted material to cd's is, but I can make my own movie from a video cam and burn it to disk without any legal complications, same if I play my guitar and sing and record it to a cd. You are not supposed to download wheezer from the net tho and burn it to a cd.

The laws have been changed slightly. Burning is alright as long as it is purely a personal copy and not sold/past onto another party.

You are also forgetting that you can legitimately use them for your own data storage.
