This is still an open question. I'm not sure where you get 19 seconds. During most decapitations, I suspect there is instant loss of consciousness, but there was interest in this question during the Reign of Terror during the French revolution. One doctor wrote that a freshly guillotined head opened it's eyes upon hearing his name, then drifted off, then "reawoke" when hearing his name again. Supposedly, this continued for around a half a minute. I suspect that the guillotine using a sharp knife and no blunt trauma, might allow one to stay concious for a few seconds. Hard to say though.

Actually closer to a minute. The head stays alive long enough to be shown the body it just came off of. But don't ask a Muslim for a demonstration. He will be glad to prove it to you. The head's mouth still moves in a silent scream as the eyes see the still bleeding body.

There is life in the brain when something happen to the body we lose consciousness but it take time for the brains to die.
There have people whos have fallen down unconscious in the snow and remained that way for two days and were later revived.

I don't think the 19 second rule would make a difference once your head has been decapitated.

Well, blood drains from your brain pretty quickly once the juggular vein has been cut. I don't know if you'd be alive and CONSCIOUS...but your brain may be technically alive. I just don't think you'd be aware of it. (Oh, BARF!...I may be wrong. See below).
