You will need to have or see your survey to confirm the precise
boundaries of your property.

From the survey you can confirm if you have any utility easements bordering your property. I am not certain you can build a permanent wall on a utility easement.

For the wall to retain 3 feet of earth, you will need a footer at least 2 foot deep with reinforcements under the wall you want to build.

Just make sure that you can actually do this, since you can be charged for the cost of removal if it is against your restrictions or should you build on a utility easement. (They are reinforced by the county normally)

In our subdivision a family built a 10 by 15 concrete block outbuilding at the front of their property (even with the house) and at the property line. It turned out to be on the utility easement.
The building cost $15,000. to build. The builder and homeowner got sued by the county. They were in litigation for a year and finally it had to be torn down and they left the subdivision.

What a Mess!
