They never specified and they did that on purpose. In one episode Marge was on the phone with an agency that was selling something, and she rattled off the Simpson address 2233 Evergreen Terrace Springfield Ohi--- but then it turned out she was finishing a statement and pretending to be on the phone with someone else when Homer walked in. Also, in an episode where they had gone on vacation somewhere, they came back and pulled down a map, and a bunch of states had X's over them, and the scene started in the middle of that altercation and Lisa said, well there's another state that's prohibited us from returning. If you can freeze frame that scene, it might be able to give you a better clue of where they are at, b/c there were still a few that weren't crossed out.
If I had to guess, I'd say it was California. Think about this: Springfield has a redwood forest, a plateau, a desert, a sea, a lake, an army base, a nuclear power plant, and a body of water that has a few islands in it. There are always old burned out celebrities passing through for no apparent reason, and even a few current ones, which may suggest that they are somewhere nearby an area that has many celebrities in it. All these things can feasibly exist all at once only in a place like California.

There is a Springfield in all but two or three States. This is a running gag on the show. However at the very end of one episode, which was a VH1 "Behind the Music" parody, the narrator claims they live in Southern Kentucky.

Matt Groenig pays homage to Springfield Oregon yet Mayor Quimby has a Massachusetts accent and as many have said it's a running gag and can be just about any state as for the California idea remember it is television and although animated still a form of acting which asks the audience to suspend disbelief which many of us gladly do. We want to be entertained. ahhhhhhh beer.

Unofficially since Matt Groening grew up in Oregon, I d say that is where it's most likely to be.
Officialy Springfield is a name used so that it can be in any state and the writers managed to make this a mystery for everyone

Yeah...it's pretty much unsolved. On one episode someone was pointing out to someone what state Springfield is in, but as soon as he pointed someone got in the way. Also someone was traveling to Springfield I think, and when he asked the man where it was (as he was already on the bus), the bus started to drive away and he yelled something that couldn't be heard.

They don't tell you - I think they picked the name Springfield on purpose b/c it is (I believe) the most common city name in the U.S. - something like 9 states have a Springfield. Always joking, those Simpsons...
