March in DC is a very unpredictable month. It could be a balmy day, or it could snow. The best you can do is watch the DC area weather reports the few days in advance of the event and prepare accordingly. If it is an outside event, a dressy low-heal boot will keep your feet warmest (no one will know how thick of socks you are wearing) A trench style overcoat is always a good choice, if it is lined, it will be warm, and if you need to carry it, it is not heavy or bulky. If it is an inside event and you will have limited exposure to outside, the suit I suggested should be sufficient. You can always wear a thin sweater type top under the jacket for extra warmth, and still look good if it gets too warm and you need to take the suit jacket off. I hope you get a perfect sunny day with at least 50 degrees.
p.s. it is sad the others don't get it you are female.

It sort of depends on what kind of business. The techies seem to favor polo shirts and/or tees and jeans. The REAL business men and government contractors would probably expect a sports coat. It's usually cool to cold in march. If you are coming from the West Coast, take the level of dress up several notches. It's more formal here. Casual here usually means ties are optional.

No suit but nice ironed slacks and a buttoned shirt tucked in. Matching socks and shoes. Tie is optional. Sports coat if it is cool. Dress is conservative in DC, at least with everyone I deal with.
