the only way to do it is to keep trying. there is no set answer.
HOWEVER
after you get one, the other one will ALWAYS be right next to it, up, down, left, or right.
so if you find the first switch in a corner can, it's a 50% chance you'll get it, since there are only two cans next to it
if the first switch is on a side, but not the corner, there's a 33% chance you'll get it, since there's three cans next to it
if it's not on the edges, there's four cans around it, so it's a 25% chance

What an interesting question! Let's see... Well, I happen to really adore dragon-looking Pokémon. This is to say, I wouldn't technically specialize in Dragon type Pokémon, but I definitely would have Pokémon that look like dragons. I realize this wouldn't make very much sense in the game world of Pokémon, but hey - it could happen right? :) As for my team, I probably wouldn't have more than three or four Pokémon seeing as Gym Leaders often don't have a full team of six. I think I would settle on: (each with beneficial nature, except Milotic with Mild Nature) Milotic - Female - Lv. 42 Hydro Pump Dragon Pulse Mist Mirror Coat Charizard - Male - Lv. 42 Dragon Pulse Flamethrower Scary Face Earthquake Gyarados - Female - Lv. 45 (holding Salac Berry) Dragon Dance Dragon Pulse Hydro Pump Rain Dance As for my character design, I'd love to be wearing something like a short lavender dress, with two wing-like straps in white. I'd be wearing white leg-warmers and lavender shoes. As for my hair, I'd have it worn in two long lavender pigtails to mirror the whiskers of my Milotic. When the character first meets me in battle, I would stretch my arms out wide, and my hair would fly about, almost as if I were to take flight. At the end of the battle, I would present the character with Dragon Pulse - a move that can be used by Pokémon who look like Dragons but are placed in different type categories. It's no coincidence that each of my Pokémon know how to use Dragon Pulse! :) As well as being a Gym Leader, the main character would also meet me from time to time at the Master Contest for Beauty - with my Milotic of course! If you noticed, every move except Dragon Pulse that I taught Milotic is a Beauty move. In the Beauty Contest, my Milotic would wear a Blue Scarf to get an upper hand on the competition. As for my gym itself, it would be themed around a lavender color scheme, with puzzles involving the same kind of revolving doors that you see in Winona's gym from Pokémon Ruby and Sapphire. The trainers at my gym would all be either Ace Trainers or Pokémon Collectors who use true Dragon type Pokémon such as Dragonair, Shelgon and Altaria. Similarly to most of the gym leaders in Pokémon Platinum, the main character would first encounter me in a side story in which the rare Feebas of Fable Lake face extinction. During this time, I would be unavailable at my gym, as I would be preoccupied with guarding the Feebas. However, once the main character solves the problem, I would return to my gym, available to challenge. When the character first meets me, I would say: "Welcome (name)! Thank you for helping me save the Feebas of Fable Lake. You are one of much courage. (scroll) I have traveled across many regions collecting these Pokémon. They have helped me in similarly difficult circumstances. We will not lose to you!" When I am about to lose: "You have us in a corner, but it isn't over yet!" This was a fun question to answer! :)
