,The last silver quarter made for circulation was minted in 1964. There are however quarters minted in silver that are proofs as well as clad proofs. They all have an S mint mark. The clad quarters weigh 5.67 grams and the silver quarters weigh 6.25 grams. So the answer is weigh them and the heaver one is silver. Since 1965, except for the silver proofs, no quarter contains any silver at all, not even trace amounts.

If the quarter was minted before 1965, then it is silver. If it was minted 1965 or after it is a "clad" quarter - you can see the copper wafer in the middle of the nickel plating if you look on the sides of the coin.

In some instances the US Mint still makes silver quarters and dollars for prestige Mint sets.

Anything dated up to 1964 is 90% silver. I think 1965, 1966 and 1967 are only 40%. Anything since 1967 is clad and has only a very small amount of silver in them.
