Girls voices don't mature like guys voices - we have what we were born with to a certain degree. When you enter into puberty and stop growing - your vocal cords don't get any longer, and therefore whatever range you have at that time is what you end up with, until you age drastically or damage them with alcohol, cigarettes or not knowing how to sing (not supporting properly by forcing air through the diaphram - Stevie Nicks is a good example of that).
I've had a deep voice my whole life (the only girl to sing tenor in fifth grade choir), and it seemed that teachers were always wanting me to hit these impossible high notes.
A lower octave is the only way at any age you will be able to sing it. If it hurts or is not possbile to hit a note, it isn't in your natural range. Trying to hit it anyway can have very bad lasting consequences.
