I wouldn't give it to them...ask around with other friends...does she borrow money habitually or maybe just once in a while? If she does borrow money, does she pay it back? Does it pay it back when she says she will pay it back and exactly how much was lent to her? you need to do some research...Good...

I've learned the hard way too. You already know you've had bad experiences with lending money and not getting it back so be smart and tell her you can't because of your past encounters or lend her the money and get it in writing that she will sign and have a witness present to sign. If that's all you have, you better think twice.

A good rule: if someone wants to borrow money, let them have as much as you are willing to give them as a gift. Then if they do pay you back, you are lucky and can consider it a bonus.
I know you want to help your friend, but if she can get the money together before the end of the year, she should do that and her daughter can wait until then.

do you trust her? is the most important question here. how long you and her have this friendship. if you tell me is you best friend that come to you to asking you for that loan. I say yes lent her the money. that papel still in her name, if you try to get this for her and you go to the court, the court go to say to you but still in her name. when you get note from some one for any reason that note need to be very specific and to be save need to have some witness to verify. when I lent money to some one I never expect to he or she pay me back. also depend how much is. If you expecting to receive the money back.... don't lent the money to her. in the case that you don't know her very well....

If you would like to continue your friendship then NO. Explain to the person that that amount of money is just not an amount you can financially afford to live with out. Also, that she may want to seek out a financial institution to gain access to her financial needs.
If she truly wants to bring her daughter to this country she will look into fares and apply herself to doing exactly what it takes to reunite with her daughter.
I am not trying to be cold or callus but I am being realistic.

I make it a rule to not Lend money to friends but I will give a friend a gift so do not give a friend money you can not aford to get back.

DO NOT, DO NOT, DO NOT GIVE IT TO HER. No one pays back money. Tell her to get a loan. I repeat - DO NOT give her $3,000.00 Tell her you dont have it. First, its $3K, then she'll need $500, then another $1000.
Stay away from this situation. EVERYONE I lent money to, never paid me back!
