I have the same color eyes and I like to wear a sandy, pearlized color. Browns are the best and they make your eyes stand out the most. I like pearly ones with a little shimmer, but if you don't like this you can get matte brown eyeshadow. Check it out!

Violets, purples, plums. They will complement the blue and accentuate the green. Gold browns are good for contouring.
An amethyst eyeliner pencil might be what you're looking for. Used along the lower eyelash line and the upper eyelash line (not the inner lid) - from about the center outward to the corners of your eyes and then smudged a bit to add a little color and soften the black mascara. A dab of vanilla shadow on the lid and inside corners and the brow line, a bit of bronze in the crease - and blend blend blend.
Experiment! Just a wee bit of color can do amazing things. Sometimes I just close my eyes and use my blusher/bronzer on my eyes - makes a quick touch up, and works like a charm. I just stroke it in the crease, on the cheeks.. a bit on the temples and voile! Quick stroke of an eyeliner pencil and there's a 30 second makeup job you can do without a mirror, anytime - any place.
Try brown mascara sometime, too.
Your makeup should always go with your eye color, hair color and skin tone - not your wardrobe. What you are wearing determines the intensity of the look. Casual, cocktail, club, etc.
Go rifle through the clearance bin at the local store for sale items - try them out. Colors, types - powders, liquids.. and if you don't like them - you didn't pay full price so it's no great loss.
It's the best way.
You can go to the cosmetic counter of your local department store and get advice - you don't have to buy anything - just don't tell them in advance that's your plan - and for heaven's sake - don't spend $20 on an eyeliner pencil!
And FYI ... everything goes with black!

It would be best to see you skin tone, but based on what I know, I'd recommend a set of at least three eye shadows consisting of a light "bone" color, probably a softer pink, and a color of some sort...could be a shade of blue, green, taupe, really anything. You can define or soften with the other two. Stay away from a black eye liner unless you're good at applying it; a dark brown, even a khaki could be nice.

I am the queen((lol drag)) of makeup artistry.
If you have brightly colored eyes((blue, green, amethyst, or even gold-brown)) then a deep liner for starters will work. Use a flat black that isnt shiny, and only apply it to the bottom lid. Then, use about three-four applications of black mascara on top. it makes your eyes look amazing, trust me.
You should almost never use matching colors with your eyes, they become almost unnoticable.
Use polar opposites, such as for browns/yellows/gold sin eyes, use differetn shades of purple.s. Green/blue eyes? Use reds, pinks or oranges, even yellow,s if you have the proper colors to pull it off looking nice.
Since you want to play it down, use sheers, and paler colors, unless you're darker-skinned, in which case use darker colors..
colors that are flat-out uber-bright look terrible no matter how you play them, unless you do show-type dealings, in which case the more the better..
For school, use toned-down colors. Sheers and pales look amazing if executed properly.
But if you don't want any colors, just use the liner/mascara trick. Your eyes will look amazing.
Or, yuo could even use natural colors, slightly lighter/darker than your normal tone, and that'll look gorgeuous too.
Take the drag queens' advice, love. You'll go far.

I also have this eye color and the best and most flattering is browns. I like to wear a brown eye pencil and maybe some brown in the crease blended with some other neutrals/pinks if I dress up. I don't like the thick all-around-the-eye liquid eyeliner look that teenagers seem to all be wearing now for some reason. Just eye pencil on the top looks mcuh more natural and flattering.

The best eyeshadow colors for you would be browns, lavenders, pinks, and golds, they make the blueish green really pop. Black and brown eyeliner are also a must. If you're going for a subtle, natural look, I would say your best bet would be browns with a hint or either pink or violet. Use a light brown or pink on your lid, a darker brown on the crease, and dark brown or black eyeliner on your top lid, finishing with your favorite mascara.

Get the almay play up the blue or play up the green whichever you like better. They work REALLY well. I was pretty skeptical when I first tried it but it broght out my eyes, made them really stand our and it goes with black mascara and eyeliner or you can use the eyeliner and mascara they suggest for your eye color either way it looks good and it goes with any color outfit since it brings out your eye color.

I have the same color eyes -- go for neutral colors like champagne, wheat, taupe, etc. Stila and Smashbox make great, light yet pigmented shadows. Use a shimmery formula to catch light and make your eyes sparkle. Add a bit of liner and black mascara.

As a cosmetologist, I would say light brown or tan. It really goes well with blue green eyes. Also, something with a little shone or sparkle always brings attention to the eye.
