Does anybody know how to reach MSN Hotmail Support by phone?

I have a subscription to domain e-mail that I have been having problems with and every time I send an e-mail to their tech support I am getting jerked around with no resolve to my tech. issue. Thanks so much if you can help or at least try to. =)

hotmail email is a free service, there aint no money for paying people to answer the phones.
