It was just a running gag that they kept going with. They wanted to add some mystery to the character Mr. Wilson, so by never seeing his entire face he seemed like a wise man anyone in Tim's family can seek advice about life. Also it added humor to the different ways they can keep his face covered.

It was just a running gag on the show. Sometimes you see his mouth and the top half of his face stays covered. The only time you see all of Wilson's face on Home Improvement is in the "curtain call" in the last episode when Earl Hindman comes out to take a bow.

Because it was a running part of each show people watched to see how many ways they could show him without showing his face.
It did catch on and became a challenge and they did a great job of holding our attention.

he was a source of wisdom. wisdom doesn't have a face.
also, it was amusing because he would cover his face in every situation (except once) from every angle shot.
once, he covered his face with a picture of his face, or something like that

The shtick on the show was that you didn't know what Wilson looked like, so they did whatever they could to preserve that.
