Cake eyeliner is pressed powder-like product that is applied with a damp brush. It will give you a similar effect to liquid eyeliner, but it's much easier to control.

See, it pays to be old. Cake eyeliner was a powder form of eyeliner compressed into a small flat shape, that was called a "cake." The applicator was a tiny brush with hairs at the end like an artist's paint brush. To use, one slightly moistened the end of the brush, rubbed the damp brush onto the dry cake to soften the powder, and depending on how wet the brush was or how long you softened the cake controlled how much pigment went onto the brush and then your eyelids. It was a rite of passage to be able to get the eyes even and not look like a raccoon.
One was supposed to use a bit of water to wet the brush, but in the old days of one bathroom per household, it was easier to use a little spit. In time of course, all sorts of nasty bacteria would grow in the cake and it was easy to get an eye infection. Too, because this stuff was water soluable, crying or getting caught in the rain meant long ugly black streaks down your cheeks.
Finally, they started making it less water soluable and started using sponge applicators, then the pencils and so on.
The only thing cake eyeliners are good for now is a dated retro look and Halloween. (Or try-outs for Grease.)

Actually it is. Matte eye shadows are best for eye lining but frosted ones can work too. Try dipping the eye lining brush in Visine or similar eye drops then swipe it along the edge of your eyeshadow creating a paste like consistency. Eye shadows offer more options then cake eyeliner. Matte eyeshadow creates a shine free line, frosted ones create a shiny line which can be very nice for evening makeup.

Cake eyeliner looks like eye shadow. You wet your eye liner brush and dip it in the cake eyeliner, then apply to your eyes. Go try Benefits Baby Cake eyeliner. It has one side in brown, and the other side in black.

The eyeliner in a pot, you use with a brush, they are gels or creams and somtimes powders. Bobby Brown make up has excellent ones.
