I have...what your calling "mental issues" and to be honest without my friends I would be lost! They have supported me, been there through thick and thin and kept me wanting to be here. All they can really do is listen and offer advice, but to know someone cares if often all most people suffering is looking for. It depends what the issue is, in whether your friend has/will change much but deep down they are still the same person...all they want if for you to be normal with them but also to be someone they can trust and know that you won't judge them and will try your best to understand. It's at times like this when you know who your true friends are!x
Being trustworthy is everything...most people including myself are ashamed of whats wrong..even if and when its often not our own faults!x

It depends what you mean by 'mental issues'. We all have 'mental issues to some degree!!
If someone is suffering from depression, all you can do is be there when they want to talk, but don't expect too much back in terms of support for you. Encourage them to go to their GP (doctor) and get counselling.
Someone with phobias or OCD can often be quite 'normal' apart from when their condition kicks in, all you can do in those circumstances is not push them too far, try to accept them with the condition, but again, encourage them to go for professional help.
Someone with more serious mental health problems, where you feel they are out of touch with reality, someone for example who doesn't make much sense when they talk, where you feel they are not really 'there' needs more serious help, and you should contact your local Mental Health Team.

I would hear them out and maybe suggest a professional help if they seem really bad. If it's not too bad, like if they are just feeling down, maybe offer to take them out for a night out in town to get a little relief. Try not to get caught up too much in their problems, though. Remember they have their life issues and you have yours, I've seen people in the past who lose their personal boundaries in those situations and get tangled up in someone else's life. If they seem suicidal, don't leave them alone and get professional help immediately. Some people are just naturally neurotic, too, but are otherwise pretty stable. If thats the case, I guess just listen to them when they are upset and accept who they are.

depends what the illness is. if ur a friend then u will be there for them, let them know its ok that u still care, mental illness doesnt change who that person is....its a little sumthing extra that makes ur freind,..ur friend.
