Depending what the subject matter is. If it's love, you should follow your heart, a few years love is better than a life long of indifference or worse still misery. Also it depends on what you reckon to be your happiness; if it's something that can be delayed without the outcome becomes diminished or obsolete, ask your self whether you want this something badly now or it's okay later. For myself, I always follow my heart, whatever it is.

Following your heart sounds great in the moment. But you
should follow your head for the long term results to work out.

Your instincts. Your head has a way of turning things around to what you want them to be. Your instincts always tell the truth, but your head fights these truths if they don't sound so appealing. If you fancy a guy, but theres something you can't put your finger on that's bugging you about him, then it's because there is something dodgy about him. If you always follow your instincts, it may mean you don't date as many men, but unltimately you are much more likely to find the right man.

The heart is for pumping blood , the brain for thought
Let each do it's job and don't get caught
Into a heartbreaking situation
Just think of the logical explanation!

there is saying that we use our heart to love someone and to feel what is inside, and we use our head to think what is right. To love is someone is good but is it the right thing to do? Our head is higher than our heart too make sure we are doing the right thing. e.i. you fell inlove to a guy who is violent, cheater, drug addict but you love him, do you think you will be happy with him? if I choose my heart i will be dead or end up in jail, if I use my head i can move on and start a new life with someone and continue to find happiness, actually we have happiness in ourselves, we just have to discover it, we don't get it unless we are satisfied for what we have. goodluck!

The smart thing would be to follow both - when the need arises for either and I am sure you will know when each occasion determines what course of action you should take.
