There are many risks from serious infection to chipping and breaking teeth. People have lost parts of their tongue due to this practice. Age has nothing to do with it. Don't do it.

Infection is a big risk. The human mouth is full of germs - it's a necessary part of digestion, but they do not belong "in" the tongue.
I would think it would be dreadfully painful. You know how much it hurts when you bite your tongue. And with talking and eating the fresh piercing would constantly be bumped.
And, lastly - chipping your teeth. Think about how you talk, chew - again, the tongue is pretty much in constant motion around the teeth. Your dentist might be seeing more of you.
As for how old I think you should be - Old enough to pay for it by yourself. And old enough not to have to fear your parents reaction.

The biggest risk comes from the tongue swelling & blocking the airway. There have been quite a few deaths from this. Infection is another risk--your mouth is a very dirty place!
You could chip teeth, too.
AND--you will talk funny---don't believe the people who say you won't. The stud in your tongue will act as an impediment to proper pronunciation--and you'll have a speech defect.

I think you shouldnt be any younger than 15 or 16. The risks...well if you go to someone who is cheap, then you have a risk of them missing the right spot. There is a place on your tongue and if it is pierced there is a chance of death so be careful who you go to.

Body piercings should be banned, if anything just for teens. The teenage brain does not yet have the full capacity to assess risk.

Dangers include death, more details here:

too young is 14 and it gets swollen at first you have to take care of it and eat certain foods, if not then it can become infected but that's a slim chance since they give you something to rinse your mouth out when your done eating
