I'm pretty sure that the president can declare war but Congress has to approve the funding. The president can also create laws and stop bills from becoming laws by the veto. He also appoints the supreme court justices. Everything has to be checked in the government and you're sort of right in saying that the president gets the blame because for a president to function Congress must back him so when something goes wrong it is everyone's fault altogether. Unfortunately everyone likes to point the finger and not get blamed for anything.

This one can do a lot. Look especially at war powers granted to a president. I'm not sure another Congress will ever vote for a war again-they didn't seem to realize how a president can take advantage. Also, look at his many "signing statements", which basically say he doesn't agree with a bill and doesn't have to abide by it. No, he's far from a figurehead.
He also makes a lot of appointments-his cabinet & many in the white house. also judges, appeals and supreme court, attorney generals serve at the pleasure of the president. Dems have subpoened 4 of 8 recently resigned.

The president runs the government. Once his people are approved by Congress, they can do what they want until impeachment. The president is commander-in-chief of the Armed Forces, and always considered our top diplomat.
Through various legislative acts, the president has considerable discretionary authority - things like the spy agencies and declaring a disaster area. What the U.S. President can do is enormous.

veto bills put before him/her, this is actually very important, the president has ultimate authority over legislation passed by congress (unless the congress overrides by a 2/3 majority)
