The earth is believe to have accreted from comets dust and debris from 4.5 billion years ago. The cold accretion theory is generally favored by geologists now. Water was a common compound in the comets and other accreted mater. So when the earth formed, some comets literally provided water to the surface and atmosphere. Other water was carried up through cracks, from deep within the earth, known as juvenile water. Some water forms from electrolosis of hydrogen and oxygen. Water evaporates and then fall in precipitation and gravity makes it flow to the lowest elevation it can reach which are generally the oceans.

Water is one of the more commonest elements. Hydrogen being the most common and Oxygen being th 8th most common. It probably came from a comet the water on Earth, it is raining down on us still from space

Further to the above, you can 'make' your own water by getting a jar with hydrogen and oxygen in - then throwing a match in. It makes a loud pop and the condensation on the glass is water you have just synthesised.
