how dark a complexion are we talking about here?
Cause really dark people CAN'T...

NO people of brown and black skin can't get spider veins because we are not the decedents of African albinos who left Africa to get out of the hot sun.
white people lack melanin which me you can't create pigmentation in your skin( which is why you get skin cancer)
but having less melanin can cause other problems as well,
Asians have light skin but they don't have spider veins because they can create melanin.
im a light skin black person and i dont have spider veins because i can create melain,

why yes, on the other side of you arm where the sun doesnt really hit, you can see green veins but not so clear
