what programs are the best to use for the above task?

This was a few years ago, but I found it much easier to have the photos taken at the place that processed my passport application. There are very specific rules about the size of the photo, how your face is centered in the photo, etc.

I have a HP programme that came with my scanner and when it asked you how you wanted to print the photo one of the options was passport size, and if you used photo-paper from places like PCWorld they would come out so good!

Coral draw 11 or 12 Photos can be cropped, sized and enhanced.

You'll need a printer for photographic paper. Regular or coated paper pictures will not be accepted. I tried that.
There are outfits online that will print them for you if you send them a graphics file of your picture.

You don't really need a good programme, just a good printer. Go through Windows Pictures and Fax viewer after you've downloaded your pics and just click 'Print'.
