If we are discussing Jail as opposed to prison, the answer is yes, people can be released. This can happen on a Bail Bond, or at an arraignment, when they may be released on their own recognizance. They are expected to return to court at an appointed time, and if they don't a Bench Warrant may be issued for their arrest.

IF a person goes to jail, a bond will be set for them. IF their family's or themselves through a bails bondsman pay that amount, they can get out until their court date.

IF they fail to show up for that court date, a bench warrant will be issued for them. Not only will the court be after them, but the bails bondsman will be too.
