I cant seem to get it back. Without it I cant turn off my computer. PLEASE HELP!!!

A) Yes you turn off your pc with out the bar. - simply hold down your power button on your unit until the pc turns off.
B) Go to:
Control panel
Tool bar
Remove any tick that may say put toll bar on auto hide
Select lock tool bar
Failing this simply restart the pc using the turn of method I explained.

there should be a slight line at the bottom of your screen. right click on it and check whether 'lock the taskbar' has a tick. if it has one click it so it doesn't. when you do tha try to drag that line from the bottom to the top. don't drag too much. you'll be fine. not abig problem.
you can still turn off your PC by pressing ALT+F4

When you place your mouse down where it used to be- does it appear? If it does right click on it, go to properties, and un-check "auto-hide". If that doesnt work, hit the windows button and see what happens. have you tried restarting?

hit the windows key to get the start menu to popup. if that works, you know it is still there. maybe your taskbar got minimized. you can still turn off your c omputer. just hold in the power button until it goes off. good luck!
