Wow, talk about a generalization. Not all women go through a "monkey chatter" phase, and yes, there are some women that will probably never outgrow it.
Life's all about trade offs. The girl that doesn't stop talking may annoy some people, but she's probably talked to anyone she's ever wanted to. How many shy, quiet girls have wished they could talk to the cute boy, but never got up the nerve?
"Monkey Chatter" is a stage many girls go through from about 13-19. Most do outgrow it.
