First you have to get the HM01 cut. To do this, you must beat all the trainers on the bridge and get to Bill's house. He will then ask you to tranform him back into a human. You just have to press this button; he'll tell you where it is. You'll then recieve an SS Ann ticket. Then head to the house on the north-east side of Cerulean City. You will have to beat a team rocket grunt, who will give you the TM28 Dig. Head south along the path until you come to a small house south east.

This will lead you through a tunnel which goes to Vermillion. Or at least, a route near Vermillion. Dodge or defeat the trainers that surrond you; the two nearest the town can't be avoided though. Once you enter Vermillion, heal your pokemon and buy some potions. Then, head to the dock and board the SS Ann.

Once there, there's a direct route to the captain's chamber, but while you're there, it's a great place to train. I suggest entering every room and defeating all the trainers. If not, just explore without entering rooms. Eventually, you will run into your rival. Defeat him, then continue north up the path. Go up the stairs to the captain's chamber, adn rub the captain's back. You'll then recieve the HM01 cut.

IMPORTANT: ONCE YOU LEAVE THE SS ANN, YOU CAN'T GET BACK ON IT. Do everything you want to, because you can't come back on to the SS Ann. Later in the game, you can board a boat to some islands, but it's not the SS Ann.

Get on the Vermillion Ship and go to the captian. Talk to him and he will give you the hm cut.

you need to talk to someone to get the HM move cut and bet the first gem leader
