Yes. A friend of mine will be 25 this year & he doesn't. Another friend's mother-in-law doesn't. My one grandma lived her whole life w/out ever driving...didn't get a license or anything.

I am almost 22 and I don't drive.I have a health condition that prevents me from driving.I was born with a heart problem, it would stop and then I would stop breathing.I was hooked up to a heart monitor for a long time. Then as I got older I would just pass out for no reason. The doctors still don't know exactly what wrong. It has not happened in a long time now.Anyway someone else drives me everywhere.

On a serious note, you should always get your license as early as possible even if you have no intention on driving, because if you wait til say 25 years of age, you have no driving record. So when you go to get car insurance, your insurance will be much higher (heard as much as double) because you don't have any history of driving. Whereas if you had your license since you were 16, by the time you get insurance, you have 9 years of a clean driving record, thereby lowering your insurance substantially.

Plus, you get a car insurance discount when you have been driving for 14 years. Without a driver's license early it'll take that much longer for you to qualify for this discount.
