You can't beat quilling (NOT quilting) for fun, beauty and economy!
You provide the round toothpicks to roll the coils with, the glue, a blank greeting card and envelope, and a Klutz book of Paper Twirling for inspiration. Each one makes a card and takes it home.

I would say jewellery. Just drop by a craft store and stock up on beads, ropes and pendants. Although, that depend of the age of the "teenage" girl. If jewellery is not their things, you can always buy wood or cardboard cheap boxes and cover them with thin paper with transparent craft glue. ( three of them can be found in any good craft stores and the boxes and 1 Dollar stores )

If they are really into crafts, try beading. You can get the basics at Wal Mart, Hobby Lobby, Michael's, etc. It's relatively inexpensive and each girl can take the jewelery she makes.

Girls love jewelry...how about picking up some wire and beads of all shapes and sizes and they can make their own bracelets or necklaces.....
Another idea would be to buy some plain tshirts in cool colors and some fabric paint or other embellishments and they can decorate those.

maybe make bracelets, but dont use the cheap beads, use beads that actually look good
or ask them to bring their cellphones or ipods, etc. and you can decorate them with those sticky jewels or what i did with my cellphone was paint it with really sparkly nail polish, people compliment on it all the time
or maybe make keychains
