The only thing I have to add, is...
1.5 Mbps is the standard for a system called T1. It probably means that you have a whole T1 connection to the internet to yourself. The 1700 kbps (1.7 Mbps) is some other type of line like cable internet or something like that.
Beware. the 1700 kbps might be a peak rate, assuming no one else is on the cable at the time. That will slow things down if lots of users in the neighborhood are online.
If you have a dedicated T1 line, fantastic!-- you'll always have 1.5 Mbps access speed, and that's a guaranteed rate no matter what.

1700 kbps is faster than 1.5 mbps or 1500kbps by 200 kbps
this would make a difference in large files of a significant amount of time saved downloading

Mbps stands for Megabits per second
There are 1024 Kilobits in 1 Megabit
Megabits are faster than kilobits...those are almost the same speed, so whichever one is cheaper I would go with.

It all starts with a bit.
8 bits in a byte.
1000 bits in a kilobit
8000 bits in a kilobyte
1024 bytes in a megabyte.
Transfer Rates are typically measured in BYTES.
