Begin to answer her questions LOUDLY so everyone can hear. She will then realise she is talking too loud, and will also get a taste of her own medicine. If anyone asks just say you thought she was talking to you.

Ignore her, put up little signs and decorations preaching the value of silence.
Anonymously e-mail her to no end! Create a new e-mail account with her name on yahoo or something and send it to her work e-mail address all day with random messages about silence.; this may straighten out the problem a bit!
If not, it will drive her crazy having e-mails coming in to him from herself! Use the computers at your local library.

Start talking back to her, like she was talking to you. So if she asks herself a question answer it. I think that will drive her crazy. And if she asks why are you doing it tell her you thought she was talking to you. And you wouldn't get mixed up if she talks to herself in her head and not aloud

I would take a more direct approach- Pull her off to the side and ask her if she is aware that when she talks to herself, she is louder than she thinks she is. She may not be aware that she is annoying you. She would be more conscience of her self talk and will tone it down. Just be polite.

Participate in her one sided conversation. She'll eventually become more conscious that she's doing it.
