well, since electromagnetic waves seem to have managed to move through space fairly well for the last 100 years or so since they were invented and dark matter still to be thought of, i guess not.
a luminiferous aether on the other hand, would be another matter entirely. ;-)

Light is in fact an EM wave and no it doesn't need dark matter to travel through the universe.

We didn't invent EM waves, we discovered them.
