First check out the Internet to see if the position you want is open. Ask for a sit down with your manager. Have some points prepared about what you have done for the company as a consultant and why you would like to obtain a position with the company. You can start by saying " In my time working as a consultant here, I have come to admire this company and I can see myself growing with it. I believe I can be an asset to this organization " If there is an opening for position X I would like to be considered.
See what they say.

I hope you get the position!

Well it is quite easy since you have worked there,
list the benefits of working there(make it obvious the manager might have forgotten)
list the benefit of working full time as against consultancy.
and this little will do the job for you.
But note if there isn't much benefit then you wouldn't get as it is not so great employing a full time staff.
also no matter what you do do not inform the manager before hand as this will get him to prepare a defense.

Good luck

Tell him that you have really enjoyed working for the company and you were wondering if there were any full-time permanent positions available at the moment. That will get the ball rolling and let him know your interest in working for the company.

Tell him exactly that...That you have enjoyed working for his company and you'd like an opportunity to stay on with them. If he likes you, he'll find a position for you..

Get to know your manager, If you have good communications and he/she is a reasonable person just ask. If you think they would try to make trouble forget it, or ask someone else.
