Your best bet is a private investigator. I use them all the time at work. I just specify what my budget is (the standard is $200 from our clients). We do lots of criminal background checks because I deal with a lot of insurance fraud. If you give an investigator a specific budget, they will stick to it.

In Rhode Island for instance, you can go torijudiciaryhomepage.com, type in the persons name, and there entire record pops up. 'm not sure what it is elsewhere. Google it with your state name and just knd of browse. It's there if you have the time to look for it
