I used to apply window tint and what we did was use some water with just a bit of dishwashing soap in it. We would apply that to the window and then put the window film on it. The water and soap keep the adhesive from sticking right away and would let us push out the air bubbles (along with the water and soap). We would use the hard plastic cards wrapped in paper towels to do that. Once we have the water pushed out, the adhesive would dry over the next couple of days and the film be firmly attacked.
I have used this same process with stickers.

Peel just part of the sticker off the backing. Put down the leading edge. Then use a stiff piece of plastic (credit cards work well on a small item) to press down the sticker / decal while simultaneously pulling on the free end of the backing. Only a small amount of sticker is exposed, and you can push bubbles out before too much gets adhered.

water and dish soap will help you put down the decal where you want it but let you move it a little before permanently placing it. use a semi stiff plastic squeegee to remove the water from underneath, i recommend start from the center and work out. be careful not to distort the decal if it is delicate. if you do end up with a bubble just poke a tiny hole with the corner of a razor and use the squeegee to work the air out. or if you dont want to use water peel back just a little and start it then keep peeling and use the squeegee to get it down

Don't completely peel if off and then try to stick it on. Peel off just an edge of it- like the top edge, about a centimeter, and stick that to the surface you want to put it on. Press down on that little bit and if you want, use a ruler over it to press out all the air bubbles. Keep peeling a little bit at a time and sticking it a little bit a time until you're finished. If it's rather large, you might want someone to help you.

Well, A Mercer beat me to it.......this is pretty much the same procedure that we used to put decals on all of the county emergency vehicles. Works pretty well, just make sure you have someone helping you so you have an extra set of hands if you need them.
