It's my understanding that any agency in the talent industry that wants money up front is usually considered not legitimate. I know there are some exceptions though.

Has anyone heard of GoSee GIFTS out of Pennsylvania? Good or bad experience? They do require a monthly service fee. It isn't much, but they say it is because they are a casting service and not an actual agency.

money up fron t = scam. Agents, publicists, casting agencies do not need your money upfront and they take about 10% of what you earn. It is THEIR job to make YOU money not the other way around.(getting you work, makes them money when they get their 10% of it)
