I had wanted to know the answer to this question also, so I did a little research.

It's a little lengthy, but he tells you exactly what the differences are in the newer game (Legends).
The graphics are roughly the same, even though the games are 2 years apart.
New features (to sum up):
New 'Triple Super' Manuver
New 'Fury' Move
Career modes for Apollo, Clubber, and Drago
Better Computer Fighter AI
New Survival Mode
New Chicken Chase mini-game
After looking at the list and finally seeing the difference, I think I'll go pick up Legends finally.

they both suck but 1 is crappier than the other. if i wer u i would go 4 legends
