That depends on your definition of the word 'romantic' ... are you speaking of it as it is 'accepted' today ... someone who is 'sexy and sweet' to his/her lover, or are you speaking of the original definition, in which a 'romantic lover' was one who 'loved from afar' and wrote letters and gave gifts to that 'lover' but who never actually 'had sex' with that person ...
Generally, a good 'romantic culture' is a 'Latin' culture ... it could be Italian, or Hispanic or French ... but each of those has a slightly different translation for the English word 'romantic' and none are what we English speakers would think is 'romantic' ... so I think you will have to 'decide' which it the 'best and most romantic culture' FOR YOU ... even if it's not a good 'romantic culture' for anyone else.

I don't know. I see past what's show on television and movies half the time. My Pakistani friend surprised me with romantic evenings involving his culture. I've dated a Puerto Rican, and the music he played that mas Latin was nice. I know Italians and French have many romantic details within their culture, but I find something romantic about anyone who is romantic. My boyfriend now is Black and we listen to slow jams like smooth R&B or smooth Jazz, Soul music, and dance a bit.
