What does it mean when older men address one another as "Brother" and then their name?

What does it mean when older men address one another as "Brother" and then their name?

Like, "Brother Charles! How are you this morning?" Ithink they're kind of joking when they do it, but it refers to SOMETHING. Something religious? Something from the past? When would men properly address each other that way?
