Augusts easy. He was the one that lead Rome through it's most tumultuous periods. And in my opinion the last emperor of Rome that wasn't mad, stupid or excessively cruel. I may be wrong I'm no expert but that's how it strikes me.

Unquestionably it was Augustus. His real name was Octavian Augustus is the English translation of "Augustulus", the Latin term for august (honored, revered, etc.). He was the adopted son of Caius Julius Caesar. Julius had imperium (authority) bestowed by the Senate as dictator, but the institution of Emperor was actually established by Octavian. Caius Julius had many enemies, particularly among the Senate, that he did not eliminate (he did not want to appear as a mass murderer like Sulla and Marius before him). The rebellion led by Brutus and Cassius that assassinated Julius brought all these together. Octavian and Antony crushed that rebellion and eliminated all "non-Caesarian" factions in Rome. Octavian then defeated Antony at Actium, and had sole rule. He followed this by living some 80 years (twice the normal life span), so that very few in Rome knew anything but Octavian as their ruler. He was very firm, even vindictive, but his violence was tempered by his wife, Livia. This resulted in strong, competent leadership for decades. By the time of his death the rule of Emperor was so well established that no one knew any different. The old Republic was dead beyond all recovery, and truly out of living memory. His rule was the beginning of the Pax Romana (Roman Peace), that secured the core of the Empire from war for 200 years.

Augustus, of course, the first and best emperor, initiator of the Julio Claudian dynasty (until Nero came by),
And I also liked Marcus Aurelius, the Philosopher, who is among the group of the "good five emperors", composed by Nerva, Trajan, Hadrian, Antoninus Pius, and the quoted Marcus Aurelius.
In the Julio Claudian dynasty:
Tiberius was just OK
Caligula was plain crazy (I liked the the thing with the horse though, it made me laugh)
Claudius was subjected to his wives, and later on he did an unforgivable action: he adopted his fourth wife's son, the one history would know as Nero.
Nero was mean, I've always compared Hitler with him. You know, Nero burned Rome (some believe in this, some dont, I do) and later on he accused the Christians. While Hitler starred the Night of Broken Glass, damaging Jews, and later he accused them of doing that to themselves.
And then the Julio Claudian dinasty ended, and came another, and another, and another, all of them filled with good and bad emperors...

Roman Empire was at its greatest extent with the conquests of Trajans informed Emperor Zeno was now the emperor of the entire Roman Empire at its greatest extent. Augustus, real name Octavius,in my opinion was
the Greatest Emperor.
He reformed a fullscale reformation of the
military,and fiscal and political matters.

I'm a sucker for Augustus too. He was a very wise and cautious leader, who brought peace to the empire, and allowed it to expand and grow, both internally as externally, but within sensible limits. He brought the pax romana, which was the best course of action any emperor could have taken. Of course he could be ruthless too, but also within limits and after all: which emperor wasn't?

Augustus because he lead Rome out of the turmoil of the civil wars and to the Augustan peace.
Next choice is Trajan.

Justinian and his wife Theodora, if that doesn't work for you becasue its Byzantine then i'd say Constatine, he seperated the Empire (founded constantinople) and gave imperial favor to christianity and otherwise did much to keep the empire going.

i woud say consintine or else Hadrian. Agustus was mean to antony and cleoparta, so i do not care for him as much.
