Simplest way is to buy a cleaner called 'Simple Green' - you can get it at Walmart, Kmart, or any automotive place.
Mix it will some water in a bucket, and take a brush and wash the steering wheel. It'll come right out. :)

Place towels on your dashboard in back of the steering wheel. This will prevent you from getting spray cleaner all over everything. Place a towel on the seat below the steering wheel. Spray 409 or Orange Clean or Fantastic on the wheel and wipe it off after about a minute. If it's REALLY cruddy get an old tooth brush and use it to scrub the leather.
Then when it's dry get some lemon pledge spray it on a rag and wipe it over the steering wheel. The lemon oil will keep the leather from drying and cracking and it won't make the wheel so slick (like Armour All). It's also good for leather seats.

Saddle Soap is very good, and intended specifically for leather. Try a Co-op (where farmers go for stuff), or a store like Tractor Supply.
That failing, Ivory soap, some warm water, and a soft cloth will do wonders, but it takes forever to get all the soap out of the leather....if you don't, the soap acts like a dirt magnet.

Just get the Mr. Clean magic eraser. Wet the sponge and wipe away, you will be amazed at all the dirt and grime it can remove. This product is fabulous for just about anything you need cleaned. Wal Mart sells them in a 2 pack for around 2 dollars. Good luck!
