With the 20 teams all in competition and three teams being relegated, is it mathematically possible to know what number of points is necessary to finish 17th and avoid relegation. Or is it impossible to know because the number would depend on the number of ties or wins during a particular season, and one wouldn't know how many of those would happen during a particular season. Nevertheless, the question askes if there is a minimum number of points that would ensure an avoidance of relegation.

40 points is usually enough but it depends whether it's your lucky season.

34 points and survived - West Bromwich Albion in 2005
42 points and relegated - West Ham United in 2003

Crystal Palace were relegated with 49 points in 1993, but that was before the league was reduced to 20 clubs.

It's impossible to know, because it not only depends on your number of wins, losses and ties, but everybody else's wins, losses and ties. You can probably get a good idea by averaging the points of the 17th place finishes of all time in the Prem, but it's impossible to know. There is just too many variables.
