First I would like to know what counteaya jail is???? And if you want to know who went to jail and when and what for,,it's all public records at your nearest court house.

I presume you are asking how to find out if someone has been in jail and for what. Basically that is called a background check. In order to get a background check done you must have a valid reason and the person's signed permission. Usually when a person applies for employment with a large company, school or municipality they require a background check. It is usually done through a law enforcement agency.
