there are times where i feel like "eye for an eye" is appropriate. i think i'd do the same or something similar, even though i know better.
the mature (and ultimately most irritating to the offender) would be to just brush it off with a smile. chances are this person threw your stuff into the river to get a reaction out of you, so don't give them that satisfaction.

There is not much you can do unless the river is shallow and you can see the wallet and keys. In the latter case you could retrieve them.
