Normal hearing people can be tone deaf. How does that happen?

They have white in their lineage going back way to many generations. ;)

But seriously, some people can't draw, others can't sing.

It's mostly lack of training. In languages like Vietnamese and Cantonese, where the tone is important, there are almost no tone deaf people.
