Go to Control Panel > Open 'User Accounts' > Select 2nd Option ' Create a new Account' > Type the name ( etc Hello ) > Select Second Option ' Limited ' > and then click Create Account, and you are done! :)

What in? In Windows you can stitch the default Guest account like a kipper or alternatively generate your own Ltd Account and chain it down with local GPOs. Having no password at all is a really bad idea. If you are talking about a machine that is running a specific application then make it keyboard driven and mickey up the keyboard (those big yellow dots you get from office suppliers are good for this) with insulation over the keyboard membrane under the keys you want inoperable such as Esc and Alt+F4.
