well when i read harry potter 5 and 6, wenever Tonks came into the scene and spoke to some one she always or most of the time said 'wotcher' and then someones name. what is that meant to mean?

it might seem stupid but it annoys me not understanding it!

It's kinda like hi or just a nonsense word put in there like some people do.

Btw, Tonks came into the picture in HP 5...she's part of the Order of the Phoenix.

Wotcher could mean, Watch It, Hey, Hello,or whats up. imagine it being pronounced with a british accent, (wort-chair) the faster you say it the more it sounds like " watch her"

It's just an old English greeting. It's a corruption of the medieval greeting "What cheer?"
