Local festivals are always fun. You could also consider a membership to the Carnegie museums. They have many member events that are lower in cost and no smoking. Also, if you like theater, check with the local colleges (there are a ton) College theater is always inexpensive and can be wonderful.
Have you been to Zelienople? Wonderful little town. They have many local activities throughout the year that are usually free. The Log Cabin restaurant is a little north, Fantastic!
Many of the smaller communities around town have fun activities. Are you a member of a local church. Our church has wonderful fun events throughout the year for a very minor fee.
check out http://www.pittsburghlive.com/x/events/ , they have an all inclusive list of events throughout the city and surrounding areas.
For instance this is something that is happening tonight.
Potluck & Music Night
It's time for another Potluck & Music Night--yes, on Friday! Potluck begins at 6:30 p.m., followed by music at 8:00 p.m. by singer/songwriters Brad Yoder, Jason Rafalak, Mark Williams (of When Dogs Could Talk) and Hannah Bingman (from central PA). Everyone is welcome!

Friday the 2nd of March 2007 [ All Events This Day ] 08:00pm to 10:00pm

Location PULSE House
5615 Stanton Avenue
Pittsburgh, PA 15206

Then of course I mentioned earlier the festivals:

One thing that sounds like fun and I know it happens somewhere in the city but I simply can't find the info is "outdoor movies." Keep an eye on your local papers and look or movies being shown at local community centers, churches and state parks. Here is the state park web-site that might list some other activities.
http://www.pittsburghparks.org/
If you are into nature The Pittsburgh Parks Conservancy has a weekly walk in the woods. That could be fun.
During the summer months, the Pittsburgh Parks Conservancy hosts Sundays in the Park from 12:30 - 3:30 under the tent on the Schenley Park Visitor Center patio. Geared for families, Sundays in the Park includes live music, guided park walks at 1:30 p.m., and kids crafts. It runs through the summer and early fall. For more information call 412-682-7275

I really hope that I have helped you to enjoy our amazing city a little bit more and I hope that these web-sites that I have listed will help you find even more wonderful things to do.
I know that you mentioned in your question about the surrounding area, but I really feel that you can find wonderful things to do in the city. If you would like to re-submit your question stating which part of the city you live in (East, North, West, South) I would be happy to answer again focused on your area.
I really do hope this helped
Good Luck!

The Heinz History Museum is fascinating. You can also take the inclines up for a lovely view of the area or go to the point, which is both scenic and historic. Pittsburgh is also one of the best places in America for urban hiking, with mile after mile of beautiful trails along the rivers and into the hills.
