Yes. He can trade. Unless he has material nonpublic inside information, but that restriction applies to everybody. Incidentally, there's nothing wrong with insider trading. It's the trading on inside information that gets you in trouble.

he is now , but with his knowledge , I'm sure he will go short . i think the drops this week are small time , compared to what is coming .
