Normally the children are raised by their granparents. This is very hard to do because there is so much hurt and they blame themselves, they feel it is something they have done.99.9% have therapy for the rest of their lives. The children become angry and lashes out at others, he/she doesn't know why, they want to be back with the parents. Most grandparents in today's world are not able to raise these children, but it is still better than foster-care.

Most human beings are selfish, they won't care unless it serves them a purpose or if it affects them in some way..

The same goes for governments. They offer condolences to countries in war and send in medical supplies but they're not doing anything to stop the violence. They say 'We're sorry for your losses" but they're not bringing the troops back home.

what happens to the kids?
Most of the time, they get mentally/emotionally scarred.
Insecurities will be rampant, trusting other people would be a problem. Some may grow up imposing violence on others too.

Human beings are strange.
